Artificial intelligence, social media, cyber operations, disinformation, and influence campaigns have transformed strategic competition, making the contest for perception, decision-making, and public trust a central arena of conflict. Yet most discussions of cognitive warfare focus on technologies, platforms, and influence operations while overlooking the decisive question: how do states transform cognitive warfare from a collection of capabilities into an enduring instrument of national power?

Institutionalizing Cognitive Warfare presents a new answer. It argues that success in the cognitive domain depends less on possessing the most advanced technologies than on building institutions capable of integrating and sustaining them. Rather than measuring isolated information operations, cyber capabilities, or technological advances, the framework evaluates whether states have embedded cognitive warfare into the institutions that produce enduring strategic capability. Drawing on comparative case studies of Russia, Ukraine, China, and the United States, the book traces the evolution from information warfare to cognitive warfare and examines how different political systems organize, resource, and adapt their capabilities for long-term strategic competition. It analyzes the roles of artificial intelligence, cyber operations, psychological warfare, political warfare, strategic communications, disinformation, information operations, and societal resilience while demonstrating why institutional adaptation, not technology alone, determines lasting strategic success. The comparative analysis culminates in a roadmap for strengthening U.S. cognitive warfare capabilities while preserving democratic institutions, legal principles, and civil liberties.
